The meaning of this interesting idiom is “It’s raining
very heavily”. It isn’t in any sense literal, i.e.
it doesn't record an incident where cats and dogs fell from the sky.

secchiate (nessun cane o gatto è coinvolto per fortuna, si tratta di un’espressione
idiomatica).
